REFORESTACIÓN Y MEJORAMIENTO GENÉTICO GENERARÍAN MÁS PUESTOS DE TRABAJO



EcoArki: la especialización en estas actividades generaría un posicionamiento de valor más atractivo (económico), nuevas capacidades, mayor creatividad en los habitantes rurales y multiplicaría más de 10 veces el precio de los productos finales, en el mercado local e internacional

Lima, 23 Enero (Agraria.pe) Para tomar en cuenta. La innovación en el sector agrícola puede contribuir a generar mayores puestos de trabajo, aprovechando dos actividades especificas, con periodos de formación y entrenamientos cortos, tales como: reforestación con fines industriales y el mejoramiento genético, así lo indicó Rodolfo Beltrán Bravo, ex director ejecutivo de Agro Rural, actualmente director de EcoArki.

Según el ejecutivo, en la sierra del Perú las actividades productivas arriba de los 3,000 m.s.n.m. se limitan – casi exclusivamente - a la minería extractiva (no procesadora) y una actividad agropecuaria básica que no genera cadenas productivas, siendo muy difícil generar, en esas condiciones, grandes fábricas y procesadoras. “Salvo las especialidades propias de la cadena extractiva y de la actividad agropecuaria básica, sin dejar más opciones y especialidades que “propietario”, el "inge", “el capataz” o el “peón”.

Reforestación

Pese a esta problemática, el ex funcionario del Estado sostuvo que la reforestación podría generar un posicionamiento de valor más atractivo (económico), cientos de especialidades, nuevas capacidades y una mayor creatividad en los habitantes rurales.

El desarrollo de actividades como: Planes técnicos de aprovechamiento de leñas, maderas, corcho, frutos, plantas medicinales, aromáticas e industriales, la producción y mejora de semillas y plantas, el estudio de riesgos naturales e industriales y sus consecuencias para el medio natural, la restauración hidrológico – forestal, la corrección de cauces, riberas y taludes, la valoración y topografía, el establecimiento de proyectos de instalaciones y construcciones rurales; entre muchos otros darían mayor valor agregado a cada producto y multiplicaría en más de 10 veces el precio de los mismos, en el mercado local e internacional.

En ese sentido, destacó que el programa debería estar dirigido y apoyado por una alianza con el gobierno central, regional y municipios locales, así como de empresas privadas, gremios y ONGs.

Mejoramiento genético

Por otro lado, Beltrán aseguró que el mejoramiento genético puede generar, de manera sostenida, especialidades y puestos de trabajo en las diversas área de la inseminación artificial como: instructores cursos teórico-práctico, en laparoscopía animal, asistencia en cirugía animal, asistente veterinario, detectores de preñez, construcción de cercos, almacenes, cobertizos; entre otros.

Cabe destacar que el Perú tiene más de 15 millones de cabezas de ganado ovino y solo se exportan 25 TM al año, que para efectos de comparación en el Reino Unido y Chile, con extensiones territoriales menores, la ganadería ovina constituye una actividad importante en la economía y la generación de fuentes de trabajo.

Finalmente, remarcó que en el Perú existen trabajos en el Ministerio de Agricultura (Junín), bajo la dirección de los profesionales peruanos, Dr. William Vivanco y Mario Tapia, donde el mejoramiento genético en el ganado ovino y de pastos han generado impactos sostenibles de desarrollo de capacidades como la implementación de equipos e infraestructura,

• La campaña de reforestación “230 Millones de Árboles” fue incluida en el puesto 8 del cuadro de honor del Programa de Medio Ambiente de las Naciones Unidas - UNEP y mereció el reconocimiento del INTERNATIONAL GREEN AWARD en Londres, Reino Unido.

• Según cifras del ejecutivo, solo en el Reino Unido hay mas de 30 millones de ovinos genéticamente mejorados y una importante producción de productos lácteos - carne y en Chile con una población de 3 millones de ovinos se exportan, solo a la Unión Europea, 3,000 TM de carne al año.

Diminished significantly Credit slowness and implemented AGROEQUIPO: a national program of agricultural mechanization in the rural sector.

Former Executive Director of the Program of Productive Agrarian Rural Development, AGRORURAL,(until August 2011),  entity that groups eight nation wide programs of the Ministry of Agriculture of Perú.

In 2009 AGRORURAL was awarded 4 nominations of “Good Practices of Public Management” by Citizens a Day-CAD and nominated for the “Creativity Award” organized by the Peruvian University of Applied Sciences (UPC).

He was  in charge of International  Projects such as “ Relief to Poverty ” and “ Small and Medium Irrigations ” in the Sierra of Peru financed by the Government of  Japan: JAICA, and other projects of Rural Development financed  by  IICA, World Bank WB, Inter-American development Bank IDB, the Inter american Fund of Agricultural Development  IFAD, Andean Community of Nations, CAN, Food and Agriculture Organization of the United Nations, FAO, German Agency for International Cooperation GIZ(GTZ) and Inter-American Institute for Cooperation on Agriculture IICA from the OAS.

Participated in turning successful sustainable development projects to governmental public policy. In 2010 directed the team that designed the Inter-American Development Bank,  BID - Government of Peru - AGRORURAL  PE-T1165   TERRACE RECUPERATION IN THE ANDES - ANDENES.

In 2010, AGRORURAL was recognized by the United Nations Development Program (UNDP) and the International Fund for the Development Agriculture-FIDA for their work in the Rural Development Programs in Peru.

In sports he has been a member of the National Swimming Team of Peru, Bronze Medal in the US. Swimming NCCA South West Conference and in 2004 and 2008 obtained two Gold Medals at the South American Swimming Championships Master Cat55 in 100 m. Back stroke, and Four Styles relay 4x50 m.
Decorated with the Order of Merit for Distinguished Services, Comendador Grade of Peru, Cruzeiro do Sul Big Cross of Brazil and INDECI Medall, National Civil Defense System. Also has received decorations of Local Governments and Rural Organizations of Peru for The National Forestation Campaign, Combat of Desertification, Construction of Cattle Protection Shelters and the implementation of Market access of Producers and Consumers.

Conducted the The National Forestation campaign “100 Million Trees for Peru” by which, together with the contribution of other national sectors, Perú was recognized by The United Nations Environmental Program (UNEP) in the ninth place of its World Reforestation Campaign. Concluded his term at AGRORURA with the Forestation Campaign of 225 Million Trees.  In the years 2009 and 2010 he was a member of the Delegation of PERU to the World Congress CARBON  EXPO and in 2011 headed the delegation and speaker in the SUN MOVEMENT, WORLD CONGRESS in New Delhi Conference on Agriculture, Health and Nutrition

He has led successfully the “GREEN SOLUTIONS” Campaign of Family Agriculture, Bio- Orchards and Hydroponics in Marginal Sub Urban Areas and the Construction Program of 21,000 Animal Sheds for protection and productiveness of Cattle in the high lands of Perú. In the area of market access and information he took part in the design and implementation of the “Corn Car” or “Carrito Choclero”, the Producers/ Consumer Food supply Fairs  and the “AGRORURAL COMMAND CENTER”.

He is the author of the book “FOUR YEARS CLOSER TO HEAVEN" 
(http://www.wix.com/ropobook/mascercadelcielo) that describes his experiences in rural development, global warming strategies and poverty reduction actions in 10 departments of the Sierra of Peru. He was considered by the GENTE magazine in Peru as one of the best public figures in 2010.

At present he is the General Manager of EcoArki, a firm dedicated to Sustainable Development Design and Social Responsibility Projects, with Environmental and Professional associated network in the UK and Brazil . Member of the Peru Green Building Council.

He conducted an Ecological and Environmental International Radio Program though Radio San Borja 91.1FM:“ Lima PERU; La Hora de la Chalina” dedicated to Climate Change, Food Security and the Promotion of Rural Producers.

PENAS POR DELITOS AMBIENTALES EN EL MUNDO

Independientemente de quién se demuestre sea el autor o autores de este grave delito ambiental en el hermano país de Chile, no hay proporción en las penalidades que se aplican en el mundo para los delitos ambientales. Deberían ser más severas. En este caso la pena es de solo 41 a 60 dias de prisión, para un delito que destruyó 23,000 hectáreas, un centenar de viviendas y hasta el momento, una vida humana.

Santiago de Chile. Tres gigantescos incendios forestales en Chile cobraron su primera víctima fatal y hasta hoy en la mañana se reportó que habían arrasado con más de 23 mil hectáreas, una planta de celulosa, un centenar de viviendas, mientras los enormes daños a la fauna y la flora aun no son cuantificados.

Una ola de calor que afecta todo el país, incluido al sur normalmente lluvioso, una escasez de agua por un fuerte déficit de lluvias el año pasado, y las crecientes excursiones típicas del verano austral, aumentaron las posibilidades de que estallen otros incendios forestales.

Un hombre de 75 años murió al negarse a dejar su casa en la región del Bío Bío, donde el sábado estalló un incendio que arrasó con 10.000 hectáreas y quemó más de un centenar de viviendas.

“Tenemos una situación de extrema vulnerabilidad en materia de incendios. Actualmente tenemos tres regiones con alerta roja (de máximo peligro)”, en Magallanes, Bío Bío y el Maule. “Adicionalmente tenemos ocho regiones con distintos tipos de alerta por materia de incendio”, que presionan los recursos disponibles para controlar los siniestros, dijo el lunes el presidente Sebastián Piñera, luego de reunirse con especialistas de la Oficina Nacional de Emergencia del Ministerio del Interior, Onemi.
Uno de los siniestros afecta al parque nacional Torres del Paine, 3.100 kilómetros al sur de Santiago, una reserva de la biosfera de 181.000 hectáreas, donde las llamas consumieron hasta el domingo 12.795 hectáreas. Anualmente es visitado por unos 150.000 turistas.

El presunto responsable del “incendio por negligencia” en la Torres del Paine, que estalló el martes último, el israelí Rotem Singer, de 23 años, negó su participación en el hecho y afirmó que jamás confesó la autoría del siniestro, en declaraciones a la radio del ejército de su país. El fiscal de la causa Iván Vidal lo imputó por “incendio por negligencia” y de ser encontrado culpable, arriesga una condena de prisión de entre 41 a 60 días.

Según las Naciones Unidas, agua antihigiénica mata a más personas en todo el mundo que la guerra. Casi cincuenta por ciento de la población de mundo en vías de desarrollo – 2,5 mil millones de personas – carecen de  las facilidades de saneamiento, y mas de  884 millones de personas todavía utiliza fuentes peligrosas de agua potable.

El acceso inadecuado a servicios seguros de agua y saneamiento, asociado con prácticas pobres de higiene, enferma a miles de niños cada día, y lleva a empobrecimiento y oportunidades disminuidas para miles más.

El saneamiento pobre, el agua y la higiene tienen muchas otras repercusiones graves. Los niños – y especialmente los pequeños  – se les niega su derecho a la educación porque sus escuelas faltan las facilidades privadas y decentes de saneamiento.

Las mujeres son forzadas a dedcar una gran parte de su tiempo en acarrear agua .

 Los granjeros y los asalariados pobres son menos productivos debido a enfermedades, y los afectan a los sistemas de salud  y las economías nacionales sufren.
Sin el debido procesamiento  (agua, el saneamiento y la higiene), el desarrollo sostenible es imposible y representa una crisis mas para los países en Desarrollo.

According to the United Nations, unsanitary water kills more people worldwide than war. Almost fifty per cent of the developing world’s population – 2.5 billion people – lack improved sanitation facilities, and over 884 million people still use unsafe drinking water sources. Inadequate access to safe water and sanitation services, coupled with poor hygiene practices, kills and sickens thousands of children every day, and leads to impoverishment and diminished opportunities for thousands more.
Poor sanitation, water and hygiene have many other serious repercussions. Children – and particularly girls – are denied their right to education because their schools lack private and decent sanitation facilities. Women are forced to spend large parts of their day fetching water. Poor farmers and wage earners are less productive due to illness, health systems are overwhelmed and national economies suffer. Without WASH (water, sanitation and hygiene), sustainable development is impossible.
As the precious water supply dwindles, it may prove to be more than just a crisis for developing countries.

Comite Organizador del "INTERNATIONAL GREEN AWARDS" 2011 de Londres, anunció finalistas (short lists)

El Comité Organizador del "INTERNATIONAL GREEN AWARD" con sede en Londres, anunció hoy los finalistas para una de las premiaciones mas destacadas del mundo ecológico. Veinte Categorías con un promedio de 5 nominaciones cada una fueron seleccionadas por un jurado internacional de primer nivel.

En el evento, el cual algunos expertos califican como el "Oscar Verde”, también se premiará a la celebridad del medio artístico y cinematográfico mas destacada del mundo ecológico y medio ambiente, entre cuyos nominados destacan Leonardo di Caprio, Sir. Paúl McCartney, Cameron Díaz, Rahul Bosé, Gisele Bundche, Sting y Helena Christensen entre otros.

Solo dos de los nominados seleccionados representarán a America Latina. En la Categoría " Best Green Collaborative Initiative Award (Premio a la Iniciativa con el mejor esquema de Participación) fue seleccionada la Iniciativa del Perú presentada por EcoArki representada por el Arqto. Rodolfo Luis Beltrán, ex Director Ejecutivo de AGRORURAL, por la iniciativa realizada durante su gestión en este programa nacional: "La Campaña de 230 Millones de Árboles" en el PERU.

Wangari Maathai. El colibrí que quiso salvar al mundo

Un día, un enorme incendio comenzó a devorar la selva. Todos los animales quedaron pasmado, sintiéndose impotentes ante el tamaño del incendio, viendo cómo iba acabando con la selva. Todos menos un pequeño colibrí que dijo “voy a hacer algo con ese incendio”.

Entonces vuela hasta el arroyo más cercano, toma una gota de agua en su pico y sale volando para echarla al incendio. Y así, iba y venía del arroyo al incendio llevando una gota de agua en cada viaje, lo más rápido que podía.

Los demás animales, que eran mucho más grandes, como el elefante que con su enorme trompa podía llevar muchísima agua, le dijeron “¿qué piensas que puedas hacer? ¡Eres muy chiquito, el incendio es muy grande y tus alas muy pequeñitas y tu pico es muy chiquito y sólo puedes llevar una gota de agua! Y así, mientras el colibrí iba y venía echando una gota de agua cada vez, los otros animales intentaban desanimarlo hasta que se volteó hacia ellos y sin perder nada de tiempo les dijo “Estoy haciendo lo mejor que puedo hacer”.

Wangari Maathai cuenta esta fábula para invitarnos a la acción (1). No importa que tan insignificantes seamos, lo que importa es que hagamos lo mejor que podamos hacer. Esa filosofía de vida la llevó a crear el movimiento “ The Green Belt (2), una organización que lucha por evitar la deforestación al tiempo que defiende la democracia y el empoderamiento de las mujeres y de las bases sociales. Su labor le ha llevado a plantar cerca de 40 millones de árboles. Eso, así como su activismo contra el régimen totalitario de Kenia le merecieron el premio Nobel de la paz en 2004.

Ayer, Wangari Maathai murió a los 71 años (3). Después de sobrevivir a ataques de la policía y a ser enviada varias veces a la cárcel, le ganó el cáncer que había estado combatiendo por más de un año.

Wangari Maathai entendió muy bien dónde radica la fuerza del cambio:

“Las bases sociales son el microcosmos de la gran foto. Así que es muy importante que las bases sociales sepan qué pasa en esa gran foto, y que la gran foto entienda qué pasa a nivel micro. Porque lo que pasa a nivel micro, eventualmente se acumula para producir la gran foto.”

Entendió que un mejor futuro depende de que nos quitemos etiquetas que nos polarizan. Ya sea entre ricos y pobres, entre hombres y mujeres, o entre gobierno y sociedad. Por ejemplo, muchas de sus acciones eran minimizadas por el simple hecho de ser mujer. Cuando se le cuestionaba por eso ella decía: “mira, ahorita usa la parte de la anatomía que importa más y esa es del cuello para arriba” (4). Para entendernos debemos quitarnos las etiquetas para que a final de cuentas acaben hablando las personas.

Todo comienza por hacer algo del tamaño de lo que somos: simplemente personas.

A Wangari no le importaba el mercado de carbono o los esquemas compensatorios. Como ella lo dijo “El ambientales no es un problema del mañana, es un problema de todos los días. Es el aire que respiramos, el agua que bebemos o el alimento que comemos”.

Como Wangari Maathai hay mucha gente que no teoriza; actúa. Hay gente que hace una estrategia de reforestación basada en un diagnóstico que genere un marco normativo para sentar las bases de un esquema compensatorio que bla bla bla bla. Para Jesús León Santos, ganador del premio Goldman (5), para tener éxito en materia de reforestación se tienen que hacer tres cosas 1) sembrar antes de las lluvias, 2) usar especies locales y 3) evitar que las cabras se coman los árboles (6). Así de simple.

Estamos tan inmersos en hacer cosas de gran envergadura que nos pasamos la vida planeando. Por otro lado, hay personas como Wangari Maathai, Jesús León Santos o Chico Mendes (7) que en el trabajo de uno, como el del colibrí, están las bases de lo grandioso.

Estos son sólo tres de millones de personas ejemplares que existen en todo el mundo. Personas cuyas acciones, y no sólo sus palabras los han vuelto famosos. La clave aquí no es, sino imitarlos. A final de cuentas, de nada sirve conocer a alguien ejemplar si no lo imita
