Education
Master of Architecture - Systems Development and Bachelor of Science degree in Architectural Construction from Texas A&M University. Revalidated Bachelor of Science Degrees in Architecture from the National University of Engineering of Peru (UNI) and the Central University of Venezuela (UCV).
Registered member of the College of Architects of Perú and the College of Engineers and Architects of Venezuela.
Has an extensive professional experience in Perú, Venezuela, USA and Brazil.

Experience
Appointed by the Government of Peru as Commercial Attaché for Venezuela and The Caribbean. Has held Governmental cabinet posts of Minister of the Presidency, President of the Institute of Foreign Commerce Exterior, and Board Director of the Central Reserve Bank of Peru. (BCRP). In 1990 directed the initial process of Decentralization of Peru
Between 2001 and 2005 represented ASPEN TECHNOLOGY INC of Houston, Texas, USA in the area of Value Supply Chain to PETROBRAS and private companies related to energy and oil sectors of Brazil. He has specialized in Sustainable Development Solutions. In 2005 he was selected, through an international contest, by the Inter-American Bank of Development-BID and the Andean Community of Nations, to integrate the professional team that realized an Integral Study on Social Housing for the countries of the Andean Community.
Wide executive experience in the Public Governmental Sector in the areas of Agriculture, Sustainable Rural Development, Food Security, Forestation and Decentralization.
He has been the General Manager of the National Program of Hydrographic Basins and Soil Conservation: PRONAMACHCS of the Ministry of Agriculture, dedicated to  rural development and improvement of quality of life of inhabitants of 18 departments in the highlands of Peru.

Took active part in support and reconstruction works related to emergencies such as the Earthquake that affected the Department of Ica in 2007, Food and Agriculture Organization of the United Nations, FAO Project GCP/PER/044/SPA: Support for the productive rehabilitation in Provinces affected by the August 15th, 2007 Earthquake,   and the Adverse Weather effects that arise every year in the highlands of Peru.

In 2008 he was designated by the Ministry of Economy and Finance of Peru as a member of the board of Agrarian Bank: AGROBANCO (until October 2011).  As Vice President of the Bank and with the Board of Directors he contributed to decentralize and increase first floor credits for rural development productive chains. Diminished significantly Credit slowness and implemented AGROEQUIPO: a national program of agricultural mechanization in the rural sector.

Former Executive Director of the Program of Productive Agrarian Rural Development, AGRORURAL,(until August 2011),  entity that groups eight nation wide programs of the Ministry of Agriculture of Perú.

In 2009 AGRORURAL was awarded 4 nominations of “Good Practices of Public Management” by Citizens a Day-CAD and nominated for the “Creativity Award” organized by the Peruvian University of Applied Sciences (UPC).

He was  in charge of International  Projects such as “ Relief to Poverty ” and “ Small and Medium Irrigations ” in the Sierra of Peru financed by the Government of  Japan: JAICA, and other projects of Rural Development financed  by  IICA, World Bank WB, Inter-American development Bank IDB, the Inter american Fund of Agricultural Development  IFAD, Andean Community of Nations, CAN, Food and Agriculture Organization of the United Nations, FAO, German Agency for International Cooperation GIZ(GTZ) and Inter-American Institute for Cooperation on Agriculture IICA from the OAS.

Participated in turning successful sustainable development projects to governmental public policy. In 2010 directed the team that designed the Inter-American Development Bank,  BID - Government of Peru - AGRORURAL  PE-T1165   TERRACE RECUPERATION IN THE ANDES - ANDENES.

In 2010, AGRORURAL was recognized by the United Nations Development Program (UNDP) and the International Fund for the Development Agriculture-FIDA for their work in the Rural Development Programs in Peru.

In sports he has been a member of the National Swimming Team of Peru, Bronze Medal in the US. Swimming NCCA South West Conference and in 2004 and 2008 obtained two Gold Medals at the South American Swimming Championships Master Cat55 in 100 m. Back stroke, and Four Styles relay 4x50 m.
Decorated with the Order of Merit for Distinguished Services, Comendador Grade of Peru, Cruzeiro do Sul Big Cross of Brazil and INDECI Medall, National Civil Defense System. Also has received decorations of Local Governments and Rural Organizations of Peru for The National Forestation Campaign, Combat of Desertification, Construction of Cattle Protection Shelters and the implementation of Market access of Producers and Consumers.

Conducted the The National Forestation campaign “100 Million Trees for Peru” by which, together with the contribution of other national sectors, Perú was recognized by The United Nations Environmental Program (UNEP) in the ninth place of its World Reforestation Campaign. Concluded his term at AGRORURA with the Forestation Campaign of 225 Million Trees.  In the years 2009 and 2010 he was a member of the Delegation of PERU to the World Congress CARBON  EXPO and in 2011 headed the delegation and speaker in the SUN MOVEMENT, WORLD CONGRESS in New Delhi Conference on Agriculture, Health and Nutrition

He has led successfully the “GREEN SOLUTIONS” Campaign of Family Agriculture, Bio- Orchards and Hydroponics in Marginal Sub Urban Areas and the Construction Program of 21,000 Animal Sheds for protection and productiveness of Cattle in the high lands of Perú. In the area of market access and information he took part in the design and implementation of the “Corn Car” or “Carrito Choclero”, the Producers/ Consumer Food supply Fairs  and the “AGRORURAL COMMAND CENTER”.

He is the author of the book “FOUR YEARS CLOSER TO HEAVEN" 
(http://www.wix.com/ropobook/mascercadelcielo) that describes his experiences in rural development, global warming strategies and poverty reduction actions in 10 departments of the Sierra of Peru. He was considered by the GENTE magazine in Peru as one of the best public figures in 2010.

At present he is the General Manager of EcoArki, a firm dedicated to Sustainable Development Design and Social Responsibility Projects, with Environmental and Professional associated network in the UK and Brazil . Member of the Peru Green Building Council.

He conducted an Ecological and Environmental International Radio Program though Radio San Borja 91.1FM:“ Lima PERU; La Hora de la Chalina” dedicated to Climate Change, Food Security and the Promotion of Rural Producers.

In November 2011 he was appointed as Director of the Advisory Board of PERU OPPORTUNITY FUND based in Connecticut, US, for monitoring and advisement on investment in the Rural Communities of Perú

First Place “6th INTERNATIONAL GREEN AWARD” in London , UK,  in the Category of the “Best Collaborative Initiative” for his participation in the “PERU: 230 Million Tree Campaign” while he was the Executive Director of AGRORURAL.
